the fish eye appearance of the ink would suggest contamination but if you are so convinced its clean then i might think along the lines of static, but static normally shows as a misting around the edge. how ever there is a row of marks in the head direction ?

Setting up and loading vinyl ---load vinyl lower pinch rollers Lever up or down. i was trying to look at the pics to see where it jumped off track also look for snags in the very acute angles in the letters

unfortunate personally i would not have printed and cut the text that would have been normal cut vinyl. except for a few ttf fonts have odd start points from letter to letter in the shape paths so the poor knife plunges in to the vinyl and starts cutting in different directions every knife down is p...

if it has not been serviced in anyway for 3 years problems could be many start with a nice new oe cap top and wiper making sure the head is clean for it to seal against, i think all those instructions are in the manual.
